The law is that only damage over $2000 must be reported to a vehicle collision reporting centre, not $1000. That was the previous limit but has now been changed.

Update.
I went and got 3 quotes for the damage and emailed them to the person that did the damage.
They came to my office and said "which one do you want to use. I have my cheque book" I chose the middle one.
When people "do the right thing", I have a little more faith in humanity.

Since you are on the receiving end of the money I would consider it a win. If I had caused the accident I would never agree to pay outside of insurance as you are assuming a very big risk. The period to file a Statement of Claim is 2 years after the accident date! With all these ambulance chaser lawyer ads bombarding everyone you are SOL if you get served as you are on your own.
I likely over simplified the description but for me personally its simply not a risk worth taking as lawyer bills add up very quickly!!

Since you are on the receiving end of the money I would consider it a win> If I had caused the accident I would never agree to pay outside of insurance as you are assuming a very big risk. I just had this exact thing happen last week. Just got off the phone with the insurance company.
Person hit my car , came forward , j got quotes. They said it was too much for them so have their insurance info
Ins company Said they would not insist on hit and run charge as they came forward. Would not require police report as damage was under 2k.
No one was even in the car so no fault claim on our part.
The tricky part is all 3 claims were 1500-2000 without insurance. When I go back to the insurance companies shops it could be well above so then police reports will be needed.
Will let you guys know how it plays out.

Before you report it, you might want to consider one thing...
Which will cost you more, the repair or the depreciation for having an accident on your car's history? Even if the insurance covers the damage for free, it might have a significant impact on your resale when it comes time to sell the car.
Sure, you can explain to a potential buyer all day how the accident was minor, but Porsche buyers are picky as hell, and will want a discount for sure for a car with accident history.
Anyway, just something to consider.

The whole situation sucks.
It happened last week, but the receptionist from next door never came forward until yesterday.
She witnessed it and said both occupants looked at each other and then to see if anyone saw it before driving away.
I had someone hit the corner of my M3 in the same spot a few years ago. As I was standing there he couldn't run. He was a fellow business owner and told me he would pay for it in full.
Well, 2 months later he gives me a cheque for $1,500 after I gave him 3 estimates over $2,500.
I just hate people some times .......
