Can you trace a licence plate?

FYI:
All entries into CIPIC (or local systems connect to it) are logged and require an incident/occurrence report number. Anyone not entering this info is subject to review by the commander and possible police act charges could occur. All of this is a result of a few bad apples spying on ex-girlfriends/wives and stalking charges. There is no direct check on MTO data or insurance info as it is processed through a central data system that connects to these other data systems. I've been told that commanders can check on data use as part of the PDR process.
Same thing at Service Ontario where access is controlled ever since the 'bikers' got a girlfriend employed in a privately run outlet that was checking plates for the bikers on any car parked near their club house or ones they thought were following them, (looking for under cover cops). Now the system has an automatic audit of database use that flags abuse using some weird algorithm. Random checking of plates without a counter transaction for these plates now draw very unwelcome attention...
So the days of doing a 'solid' are pretty much over as big brother has automated spy's...

You can report it to the police without going to your insurance company. Police can investigate but without witnesses and in a parking lot... Its easy for the other party to just say they didn't and there's little that can be done.
That being said parking lots have cameras and it doesn't hurt to find which ones are pointing at your car and you can approach the business and ask to see the footage. At the very least if you're met with resistance you can advise them to secure the footage in question and tell the police its waiting for them at the store.
If u decide insurance is the way to go (but some good advice above) then you'll need a police report number anyways.

The whole situation sucks.
It happened last week, but the receptionist from next door never came forward until yesterday.
She witnessed it and said both occupants looked at each other and then to see if anyone saw it before driving away.
I had someone hit the corner of my M3 in the same spot a few years ago. As I was standing there he couldn't run. He was a fellow business owner and told me he would pay for it in full.
Well, 2 months later he gives me a cheque for $1,500 after I gave him 3 estimates over $2,500.
I just hate people some times .......

A police report will still show up on a Carproof report, so it will still diminish the value of the vehicle. Possibly more, because it wouldn't have a dollar amount attached to it, so a potential buyer could (maybe should) assume the worst - theft recovery, drug car, etc.

If you go to a body shop and damage is more then 1000 they have to report it. You can also be in trouble for not reporting any damage over 1000. No you don't have to claim it through insurance just need to make a police report.

I ask him to see if we can still let this go if they will pay for damages. He says he's good with that and will ask the other party.
A couple of hours later this very nice lady shows up at my office saying how sorry she is for hitting my car and will pay for the damages. Please no insurance claim.

??? Hasn't been my experience. My daughter did some damage to my Mini. Well over $1000 that we paid out of pocket. Was fixed at a BMW approved shop. They never reported it. Car has moved on now. Never on Carfax.

I had multiple quotes ranging from ~$400 to ~$1000 and the highest quote was from a very high-profile (aka expensive) body shop in the area.

400-900 depending on the shop and how your paying for it. Get 3 and ask for the middle priced one . I asked one shop how much and he said 700 but that was site unseen. You might want to consider taking it off and reinstalling it yourself .....
