Not understand why American drivers must use cool shirt and helmet with AC
In my country we drive with no such tools. If hot we not drive since it a hobby.

Probably because we can and it makes it more comfortable.
It's kind of like saying why do we have Cable TV? In my country we just watch regular chances and if there is nothing to watch we do something else.

Is that true? Do people run a cool shirt and AC? I assumed cool shirts were for race cars with no AC.

I have neither but a cool shirt could arguably be considered a safety item. Dehydration can lead to fatigue which can affect judgement.

Japan. Used to drive with family team GT300 Lexus. Race long enough to build up sweat. Was on Road Atlanta last year in friend car. Very cool track. Very humind.

Bingo!!
Why not be comfortable if you can be? It's not like a Cool Shirt system is prohibitively expensive. As others have pointed out, keeping cool can be a safety issue.
As to why we drive when it is hot? Because no one has yet invented a thermostat to control Mother Nature......
