Default PCA DE Observers Please


What would you do if you were the observer of a PCA Driver Ed and noticed...

1. The Chief Instructor knowingly let a 16-year old in to attend the club's DE
PCA DE Rule 26
Entrant Age: The minimum age for any driving entrant is eighteen years.

Then you became aware that the club's DE before that -- the same Chief Instructor
2. Let a participant not registered as an instructor take his mechanic, not registered as anything for the event -- out for hotlaps.
PCA DE Rule 8
Car Occupancy: If two people are in a car, one must be an approved event instructor. and the other must be a registered entrant in the event. There are no exceptions to this rule.


3. Did not want to accept a qualified instructor with excellent recommendations from other clubs because of a business reason. And you learned that more instructors were needed for that event.
PCA DE 22
Chief Instructor: The event chairman must designate an individual as Chief Instructor who may also be the Attitude Adjustment Counselor.


4. During the event, the CI would not take a blue student out to see if he was ready to solo or not, when asked by the student's instructor.
Also falls under PCA DE Rule 22

And then someone made you aware that two DEs before that last one, that same Chief Instructor
5. Accepted being the responsibility of being Chief Instructor and failed to show up until the Saturday track time was over.
Couldn't find a minimum standard PCA Rule for that one maybe it falls under common courtesy.

P.S. Sorry I'm new here, I would have liked this to have made this a poll, but I don't know if I'd know what the poll would have suggested. I guess that is why I would like your comments.

sounds like there is a history between you and the CTI?? Most of whom have very good judgement and stick to the rules. Sounds like some rule bending but would like to hear the other side of each of the above stories. doesnt sound like dangerous situations were involved other than the 16yo.

for example of rule bending, one non registered instructor takes out a mechanic, if both signed track waviers not proper but not "shocking"

number 3,4+5 not really a big deal, number two questionable but would need to know who was who and who know what, and number one is wrong but could have been an oversite and with a competent instructor should have been safe if it really happened, the students instructor should have also chimed in.

I live by the PCA rules at our DE's as does everyone I know including our CTI's, could the above situations happened in our club, I doubt it, but again we heard your side, would like to give the CTI a chance to share his thoughts before we burn him at the stake.

I'd move to Texas where the DE's are run exceptionally well ASAP.

There's way too much .."became aware" BS in that story for my taste, and only half the story. I would reccomend that the "observer" grow a set of ***** and say something if he/she is bothered by it.

I can say in my region it would never happen, but if ...if it did, there would be a line a mile deep of observers with the ***** to address it.

#1 no go
#2 probably not a good idea but probably not going to hurt anyone
#3 Who knows,,,,,who cares
#4 Need more details, maybe he had 5 other blue students in line that needed checked out aswell.
#5 Maybe he had an emergency? Dog died, cat ate car keys, car died....need more info...

Over all need more info but #1 is probably not a real good idea unless the 16 yr old was VR's son or something!!

This is what the make zone representatives for. If you feel that the safety of the club's members are at risk i would 1) confront the guy and tell him your complaints. if that does not solve the problem for you then and only then would I go over his head to the zone rep. If you are interested in your club and you feel safety is at issue I would not sit on my hands and watch. I would confront him. My 2 cents plus 2 more or a margin of safety.

Even though I had a couple of threads about instructors....
This is not me under a different alias....... I swear....

Instructors, including the CI, are people too, and not immune from politics.......

Aren't you suppose to fill out an observer's report and send it to Pete Tremper? Isn't that what he is for?
