No organization requires medical forms for DE, and there are lots of organizations doing DE events at every track, so PCA requiring medical forms would just drive the DE business elsewhere, thus killing the PCA DE program. DE is a much bigger program than club racing, and PCA isn't going to do something which kills their DE program.

It's still not clear to me what specifically they are asking for. If it's a month of data, I don't see that as onerous and I'd jump through that hoop and move on. If it's continual data, that is an ongoing hassle, but I'd still submit the past data and then lobby for a change of policy.
