Replacing PCCB with steel rotors?

New thickness from factory is 34mm for the front and 28mm for the rear. When I measured mine they came out to 34.1mm front and 28.1mm rear (~20,0000miles). I cleaned them really well before I averaged 50 measurement points per rotor using a micrometer. I'm not sure if this is from material transfer or what but obviously they are slightly thinker than claimed thickness when new.

Driver front min 33.7mm; is 34.03mm
Passenger front min 33.7mm; is 34.49mm
Driver rear min 27.7mm; is 28.19mm
Passenger rear min 27.7mm; is 27.94mm - this one worries me...

Wear rings are showing on the rear. Visible is not too bad. At this point I would disassemble and weigh. There is a spec they need to weigh in at, if they are lighter than spec they need to be tossed. My rears look like that as well.
Used sets of PCCB rotors are always available on RL. Most of them are reasonable. I myself have purchased one or two sets here.

Do you keep the rotor hats on when you weigh them? What is you cleaning procedure to ensure you are weighing only the rotors?
