Should I add oil/oil change?
Hey guys so I checked the oil level today and this is what the car showed in the picture below. It has given me this reading sometimes while other times it is one tick above this level. Should I add oil to the car? If so I might as well get a complete oil change. Thanks!

This is straight out of the book for a 2007 model:
The difference between the minimum and maximum
marks on the segment display is approx.
1.2 liters. Each segment of the display corresponds
to approx. 0.4 liter.
So if you want to bump it to max you are talking about .8 liter with a total capacity of 8.5-9.0 quarts on the 997.1. I would just add 1/3 to 1/2 of a quart and then recheck after a nice drive.
If you want to get more information than that - check an old "OCBen" post here about the accuracy of the electronic gauge.

IIRC it does go over the top bar when overfilled. This happened during my last oil change. I did the OCBen DIY like I did the first time and added 8.5 quarts. it was a little short so I added .5 quarts instead of the .3 I usually add.
It was overfilled per the computer. Since I had run it to warm her up - I waited for a bit and then just drained the oil from the filter cover back into an empty oil container. It has been fine ever since.

My 997.2 varies from two marks down to full for thousands of miles even when checked at the same spot in my garage (level). Whatever happened to the old fashioned but accurate dip stick?
Take care not to overfill if you choose to add oil.

I also keep mine 1 bar up from where your pic shows - this is where the level was when my car was delivered.
My car burns oil, so when I see that I've gone down to the level shown in your shot I add 12 oz., which is just under the .4 liters the manual states is the difference between the lines. Gets me back up to the next bar every time...
As others have stated, if it's time for a change, then do the change. But if not, then give the engine 12oz and keep on truckin'.

Ok sounds like I'll add a little oil this weekend to the car. What type of oil does the dealership normally put in since I got this car back in July from Porsche of Downtown LA? Maybe I should just go for the complete oil change and start fresh?

How many miles since last change?
My car wants a lot of oil though they have never found any leaks at the dealers. So just because it is low doesn't mean it needs a change. That should be determined by the numer of miles and how hard you drive...
