I have a c4S with 5 on the front and 22 on the back. Looks awesome

What, if anything, do the H&R lowering springs due to PASM on the car? Any special tweaks or settings required to keep everything compliant with respect to the technology settings on the car?

Nothing to my knowledge. Works just like stock. Had the same exact setup on my -06 with no issues putting 45,000 miles on it.

5mm up front, 7mm rear. Brings both the front and rear flush with the fenders or even a hair outside. Note that this is with Champion wheels. No way I could put 15mm spacers on the rears like people do on stock wheels. Stock must be different offset than Champion.

7 and 15mm are really a perfect fit for the OEM 11" Classic wheel. Lowering the car just brings it all together..I hope to accomplish that soon.

Remove the wheel, install the spacer, replace the wheel.

You MUST get longer lug bolts to account for the thickness of the spacers. 5mm spacers require bolts that are 5mm longer than stock bolts and 15mm spacers require 15mm longer bolts.

Avoid lugs longer than 5mm from stock. All other spacers should be the reverse bolts-washer jobbies (spacer to the hub and wheel to the spacer with stock length lugs or with washers)
The forces at play back there are huge to be messing with longer bolts in my view.
