My last attempt, this one @180, Leader has us beat but I'm using Freeware. Hehe I get what I pay for.

PS can do all of the above - you just need to know how to drive it.
You need to go to IMAGE / image size
Make sure width and height are set to pixels and not percent and resolution is et to pixels/inch
Set resolution to 72 pixels/inch (this is standard screen resolution for a computer)
Then set width to something suitable for an avatar on this site, like diverdan's, his is 165 pixels wide.
The height will automatically chage to keep the image aspect ratio the same:
You now have a correctly sized image that needs saving in a compressed file format for the web.
Go to FILE / Save for Web
Here you can save the image as a JPEG, set the quality as 50% and look at the bottom left of the window to see the final file size.
Play with the quality slider and save a version that is smaller size than the file size limit on the forum.
Upload this JPEG as your avatar
