Personally I don’t buy cars from the east coast or the midwest. I try to avoid cars from states that salt their roads. California cars are your best bet and there are usually quite a few for sale. Look at the carfax to see where most of miles were put on the car. Buy as much car as you can afford. I would also avoid 996’s unless it is a well cared for turbo. 996 resale is tough. You can find a decent 997.2 C2S at the top of your budget.

I think you will be able to find a good example with your range, but as I'm sure you've read everywhere, the PPI is absolutely critical, no matter who you purchase from. A solid PPI is your absolute best friend in this process...not a guarantee or a warranty, but the next best thing!
Don't think that that all East Coast cars are rusted and Turbos are too expensive to maintain. I bought a 2004 Turbo in Pittsburgh (capital of rusted cars) that was never driven in winter and so far other than oil and brake fluid maintenance I haven't had any repairs in four years. The PO never took it out of the garage from Oct to April (only had 16k miles when I bought it. There are many like this on both coasts. I bought great cars from California and real dogs there too! Be careful wherever you buy.
