Honest story? Maybe. Or maybe just another story.
If the car was never registered it probably wasn't insured. Risky to own such a car without any insurance. And suspicious.
If the car was never registered it never had to pass CA smog.
Even if you do not live in an area that requires this I'd insist the car be checked at a smog shop for compliance.
You have to be careful you do not fall in love with this car.
First rule of used car buying: There is always another car.

Hey Groov,
Be very careful when you are not buying from an actual legit licensed dealer. Huge scam red flags when you said lies and Russian. Do you even know the VIN of this vehicle? Im saying this from a 26 LE career where I have seen every money/internet/buy/sell scam known to mankind. You would be amazed at the amount of people who pay over money to scammers when they know absolutely nothing about the identity of who they are dealing with. I would demand the VIN, current photos that can be validated, and REAL seller ID before I would even consider going forward. If you have this evasive clowns REAL name and address its easy to verify if at least the name/peson exists and thats a start. If hes unwilling to give any info that should be your last "red flag". Say goodbye to this deal.
I did extensive research on the car and dealer (through BBB, local reputation, and customer reviews) I bought from and it paid off because I think it came out great for me and OK for the dealer. Just please be careful because there are many great 996's out there.

it is a strange set of circumstances and just so you know, i would never send money to anyone unless i knew the person. i had suggested a $500 deposit but i would have sent it thru paypal as a refundable deposit contingent on my seeing, driving and having PPI.
i'm sleeping on this and will make some calls in the morning - my plan would be to have the PPI thursday, if the results are satisfactory, the car will be left at shop overnight and i fly down on friday. setting it up this way and doing business at the shop gives me more of a sense of security.
washington stae requires the car be registered within 2 weeks of purchase - since the title is dated 9/2012, i will have a $125 penalty when i register it.
BTW, if i do get the car i will be dying the grey carpets black - your grey interior looks great with the contrasting black carpet.
