So, this is showing the hp/torque increase you could expect on the non-varioram engine, right? Is it the same amount of horsepower increase for Varioram engines .. meaning approximately +10?

On paper it is +15 either, yes

Geo, Thnks for posting it. What are "TU's" on the last page? Tributary Units? How does it relates to time? Interesting to see what amount of labor Porsche estimated for this.

Time Units , internationally, each 1 hour is equal to 100 Time Units.
The TU's is for dealer to factory job clearing and billing, between each other

The M64/21 documentation is a supplement for this Technical sheet, so nothing changes but the engine numbers.
The important issue, albeit detailed part numbers, technique, etc, is that this document mentions clearly that the X51 option was mounted at factory on cars during production line, and NOT only retrofit.
Of course, some cars were retrofitted after, as well, and this document is for this main reason.
Info from the supplement, mentions that engine numbers 3.8 liters fitted at factory as of 1997, have the serial with S at the end. So for example, M64/22 S for factory and M64/22 SN for retrofit 3.8 liters.
Each car option sticker under hood, and on Owner service manual, was issued before car was produced. An X51 on hood sticker is a 3.8 liter mounted at the production chain.
I have seen the Torque/power graphic on a WKD document for the 993 RS, so if you need it for the X51, RS graphic should do.

What's interesting to me is that there is no change in the DME or chip
and
the production line engines used a different crankshaft which has a harmonic balancer ala 964. All other 993 engines including RS and turbo used the same crank except Cup & RSR & GT2evo which used a 964 crank and(usually) a harmonic balancer
nor was there a change in valves which were as follows,
993/05-/06 49/42.5 non vram
993/20 51.5/43.5 RS
993/21-22 50/43.5 vram
and
