Default A/C and Revving Issues

Been driving the Cactuswagen a lot here lately and have some minor issues. First one is the revs jump up pretty high at startup but not all the time. Then when I restart after it is warmed up the revs kind of get stuck for a second or two before settling to idle. Second question is when the A/C is on should the fan in the front (drivers side) be on constantly or cycling on and off? And the ISV is clean BTW.

Fan should be either on high or low. If it cycles every 10-20 seconds it's a sure sign of dead resistor.

Exactly what it is doing. So that fan should run constantly with the A/C on?

My fan runs all the time even with the car off. Is that wrong?

That's a sure sign that your ISV is slightly out of phase. You should clean it.

Yup, I'd say clean the ISV, an out of phase ISV will cause problems.

I cleaned the hell out of the ISV months ago. Do I really need to clean it every month?

I'm not sure if anyone mentioned it yet, but the issue may be with your ISV.
