Yes, could be done with engine in, but it is time consuming and a bit acrobatic. At the dealer, they drop the engine.
If you need a guide through, there is one as a TSB on pcarworkhub, or
let us know.

I know I waited a long time to do the recall but I've been waiting for 3 months for Momemtum Porsche, here in Houston, to get the parts. Seems a little long, doesn't it ?

I just had the recall done a few weeks ago and my dealer actually had the parts already. When I checked the parts inventory in the US they had lots of harnesses in stock so you should double check with your dealer whats going on since the parts are in the US.

911CZ - Did they have the 993.xxx, or the 000.xxx part number in stock. Don't really want the 993.xxx. one ;-).

Already downloaded the TSB. The only hard part looks like the starter area, as I dont have a lift. But I dont need to drop the motor, which was my biggest worry.

Update... Called Pelican, and they wanted to VIN number to check if it qualified, which it did not. Called local dealer and they had it in a week. $175. Beats $950...

Just ordered one from Pelican. $107.75 less than half of what my local dealer - Pioneer Porsche was gouging–I mean asking for the same part.
