Question: Tie-rod assembly left to right length difference
Is it normal to have this much difference between the tie-rod lengths? I feel inclined to just split the length in half and make both tie-rods the same length. The steering wheel will not be centered but that's an easy fix.
Do you have a 996 ( 3 spoke ) steering wheel installed on your 993? If so, that is your answer. The 996 steering wheel does not have the same mounting reference as with the 993 steering wheel.

Once that total length is known, the two rods are tweaked to cause the dimple on the rack rod to be centered in the bottom inspection window ( black plastic plug under the pinion spline) ie., shorten one rod as the other is lengthened.
With the dimple centered, the steering wheel should be dead flat horizontal .... if not, the wheel must be adjusted.
As you are only touching the tie rods, an accurate measure of toe-in can be made using two 2' levels with stand offs to avoid tire contact as they are pressed horizontal to the rim ... and a good steel tape to measure ahead and behind the wheel - difference being toe-in ( or toe-out if one screws up
)Otherwise, have it done on an alignment rack .... for counting turns on the rod ends is an approximation to the measure desired, and generally not sufficiently accurate.
