Here's a pic of the kinematics being checked on one side during my last alignment. Only the dealers have the tool in this neck of the woods....

I have read, somewhere, a typical value should be +/- 1.5 (and as close to this as possible on both sides) as measured with the kinematic tool. In this picture, the measurement appears to be close to this value.

If this is true, however, why does the tool measure all the way out to +/- 27?

pretty cool, do you have a pic of both gauges in action?
should be one on the toe arm, one on the a-arm.

Does the gauge pictured above read out correctly w/o the plastic shroud clipped to the rear suspension arm?

The plastic shroud in your pic is on the toe arm, whereas the OP's pic of Tool 9549 correctly shows it attached to the lower a-arm, which doesn't have a shroud. Tool 9550 goes on the toe arm, with its shroud kept in place.

pretty funny, looks like your dealer alignment guys are just throwing things against the wall to see what sticks.
tool 9550 does not go on the a-arm.
instructions in post #6, might want to print them out and go back to the shop so they can do the work correctly.

Thanks for the input. This guy has been doing them for 24 years and he's pretty much the go to guy in Toronto for kinematics. However I'll send him a copy of this procedure out of curiosity. He says about 15% of the cars intended for the street need correction of the factory settings and apparently mine was set properly. Car tracks nicely. My guess is he's got a quick check.

I also don't see a plastic cover on the toe arm in the 2nd pic, so that's a problem too since it's required.

I doubt that it is a critical component regarding if your car tracks "nicely" or not.

my guess, from the two pictures posted, is the go to guy thinks the gauges are for leveling each side.
but the gauges are used on the same side at the same time.
so in your first picture of tool 9549, the camera is right where tool 9550 should be, hanging from the toe arm.
then the bubbles are aligned, as in the instructions, not more than 1.5 units apart.

Is there any advantage to using these gauges vs the simpler motor sports gauge?
