The two dealers I have dealt with in NJ in the past would not drill the front unless you signed a form saying you requested the front drilled. Found it interesting as NJ is very clearly a front plate state. I drove my boxster for 18 months without a front plate and had no issues. Once coming out of the Wawa a cop pulled up next to me and saw me in my scrubs and said to me; I am sure it it wasn't so busy in the hospital you would have had time to put your plate on - I smiled at him and said of course officer !!!! He laughed and walked inside.
