It actually turned out to be $230 ( 2 hours of labor) and the bumper did not need to come off.

While we are on the subject of installations - ATTENTION please!
We've noticed an increasing amount of vehicles coming in for installs have snapped or missing turbo heat shield hardware. We highly recommend being very careful when removing the bolts and using penetrating fluid. We also recommend using anti-seize on the threads when reinstalling.
