if this was a custom order, then it is excessively high in my opinion. The dealer is meant to do a short test drive as part of the pre-delivery inspection (PDI) but certainly not 65km (or 40 miles). If this was dealer stock, then someone else may have gone on a test drive. Either case you will be fine but I would be as upset as you are if I were in your shoes.... nothing a few euros off can't cure..:-)
when I picked up my 1995 993 at the factory in Stuttgart it had 32 miles. That was because in those days the factory had a group of drivers take it onto The Autobahn for 30 miles of aggressive driving. If the performance was not satisfactory, it was returned to the factory for modification. I wish they still did the test drive. They do not, hence your low, untested mileage. I wouldn't stress over the mileage if this was a car you ordered. If you bought it from dealer inventory the car was test drove by someone else.
FWIW, I dealer would never allow a customer car to be test driven buy another buyer.
The dealer should be able to show you the log book which records the mileage off the truck, before PDI and after PDI. If the car came in from factory with this relatively high mileage, then it is normal as a very small percentage of cars are selected randomly for more testing at factory for quality control and this explains the extra mileage. Also if you want to be super careful call porsche customer service and have them open a case about this just for documentation purposes in case any issues in the future. Unfortunately , porsche does not document which cars were selected for the extra testing as stated above. My spyder came in with 53 miles off the truck last week and it was on ordered car and this is what I did. Also a guy just recently posted a GT4 coming off the truck with 48 miles. May be porsche is responding to quality issues with additional testing which is a great thing

I'd at least ask for an explanation and get an oil change or two. They should not be surprised that you are concerned about it. We hear "that's normal" too much from these guys.
Skip the amber corner lights. LV somehow thinks they make his car go faster. I don't think he's right. My car goes faster with the clear ones, without a doubt.
Is there a way to check for over-revs? In case it went out on an agressive test drive. Also, when were those miles put on the car? By the dealer? That seems excessive. I would certainly ask plenty of questions if you plan to keep the car for a long time.
