Yes, it is a painted bolt, which, if it serves the same purpose as the yellow bolts on the undercarriage of a Rolls Royce, it's so the service dept. can tell if you've messed with it or not.

It's a bolt with a painted red tip and a nut that holds something into place. Being in the center console with a little access panel to it,my guess would be it's actually one of the bolts that hold the center console into place. I'm also guessing that it has that rubber underneath to keep it from rattling.
But seriously,I've heard that if you press it,it will make any woman sitting on your passenger seat go crazy and want you right there and then!
Its in the right location, with the right rubber grommet and large washer, to be one of the transmission mounting bolts. But I am shocked, shocked to learn that guessing has been going on here.
