Was showing my son-in-law how the top opens and he says stop. This was why, actually missing from both sides only one was trapped. The washer was missing. Anyone else seen this? Stopped at the dealer and they order replacements.

From inside the car and using the open or close Targa roof button, you should be able to stop the center fabric movable section mid flight. Doing this will keep the Targa bar top "winglets" open so you can inspect the rubber bump stops. Can you report back if you have one, two or no rubber pieces. I wonder what the loose metal washer is from in my car. I am also anxious to get back to see if I am missing a rubber bump stop that should be in the left vacant hole. I cannot tell from the manual this level of detail.
Seems like you are missing bumper stop on the right hand side?
I checked both sides again. There appears to be only one bump stop per side; the rear most hole has the bump stop. The forward hole is empty.
The extra washer that I found is a plastic compound and approximately 1/8" It is too small for any of the structural fasteners. Maybe the factory staff use this location to place pieces while assembling? It seems too coincidental that both cars had extra pieces in the same spot.
To clarify, there should be 2 grommets on each side. In my photo you can see that there is one in place and the other is loose. Porsche dealer had to order a pack of grommets (about $40) to get the missing parts. Not sure this is a big deal but these were put in from the factory so they must serve a purpose.

This is good to know. I only had one installed on each side; the aft ones. The most forward facing holes were both vacant.
Let's see what Bob has on his Targa.

On a separate note I have a rattle seemingly coming from the inside of the passenger side Targa bar. With the top in this "half open" position it all of a sudden becomes apparent how one would remove the inside panel as the metal clams are visible/accessible.
