I understand that different models of cars need crash tests, but I would shocked if different colors of paint required them. I seriously doubt government regulation has anything to do with Porsche's PTS paint woes.
Outside of environmental issues, I am not aware of paint regulation on cars.

I was told that for Porsche to do PTS colors on WP cars, they had to additional impact and physical testing.
I will get a 992 Touring in PTS . First i d like to get arrow - blue. But this is to close to the new Shark Blue.
now i have Seen some pictures of Oslo blue and its growing on me.
has anyone some pictures to compare arrow and Oslo blue?
Here's my 991.1 GT3 in PTS Ice Blue - I think it was posted on this site a few years ago, and I purchased from a fellow RL'er! It's the only 991.1 built in this color in North America according to PCNA. I think there is one 991.2 GT3 in this color. I orderd some Spray Cans and have done my own smaples to decide México , Cornflower (Shark Blue ) , Arrow Blue, Osloblue
