No they're not allowed to for new ones. And they're not allowed to buy one for the dealership or the manager and then sell it straight on second hand over MSRP. However, there are quite a few on sale with very low miles (1,000 to 2,000) so there could be something fishy going on.

Supply of competing products in roughly the same price range is what will bring down the price of a used 991.1 GT3.
GT4 should have some effect, RS less so, 991.2 GT3 more so when it eventually arrives (unless Porsche does something to make it less desirable, but I doubt they'll screw it up).
997 GT3 is a rival also, but that supply is already factored in and not increasing (and I don't anticipate that demand will shift from the 991 GT3 to the 997 GT3 in the future, since it's unlikely that lots of people will eventually tire of the PDK and want to go back to manual).
I still don't see any real rivals from non-Porsche cars in terms of being able to handle demanding track use. Maybe AMG GT-S, but AMGs have historically had issues with overheating, etc. after a few hard track laps.

For those tempted with dual residency with California, here's the tripwire, requiring registration of your out of state vehicle. It's not so easy and pay special attention to the "and/or" part.

I personally got bit very bad by not following my heart and picking up a 997.2 GT3. A couple years ago I was cross-shopping the GT3 with a GT-R, both in the used market. My heart was screaming get the GT3, but my brain was screaming GTR. Similar years, similar milage, but the GTR was $30K less. The 997 was outclassed in every performance category, but had the beauty and engagement that the GTR lacked. Brain won, and I ended up with a 2012 black edition GT-R.
Fast forward 1 year later. I ultimately decided that I should have followed my heart as the GTR did not move me like a "weekend toy" should. Tons of new GTR's in the show-rooms and manufacturer rebates of around 20K. Value of my GT-R dropped $10K. Meanwhile, value of the 997.2 GT3's went UP $10K.
I ultimately ended up with a new 991.3 and absolutely love it. I do dislike the lack of manual transmission (the 997 was even more engaging and fun-to-drive than my 991 and Im not racing the thing), but hoping the value stays as strong with the 991s.

Interesting....I work in CA but I'm registered to vote in NV, have a NV driver's license, and spend my time equally between both states. Sounds like both states would want me to register my cars in each state.
