Default Question on sparkplugs

Changed sparkplugs and this is what I found. From front to back sparkplugs 1,2, and 4 were white and 3 was covered in oil. So if I'm not mistaken the engine is running lean on fuel (but I get horrible mpg already) and the sparkplug seals need replacing. Right?
Also how do you adjust the fuel mix?
BTW I have done the airbox mod.

I would pull the valve cover and replace the circular plug seals first-be sure you have a good 5mm allen socket, you don't want to break or strip the valve cover bolts. It's best to also remove the fuel lines from the fender side to give you some more room. I use the standard bosch copper plugs (you can even get them from autozone), I would change the plugs/seals, and then check the plugs in 1000 miles and see how they look. There is no easy way I know of to change the mixture, there is a fuel pressure regulator, but it's not adjustable, and the chips control the actual mix, so unless you change those you can't adjust it.

Your best bet is to make sure car is in good tune. When did you change yoru O2 sensor last.
As Steve suggested, fix the problems 1st and also look into maintenance.

I'm kind of playing catch-up on maintaince because it looks like the PO did nothing to the car for the year he had it. So I'm going through changing all the wear items. How often are you supposed to replace the O2 sensor?
In CA the car has to pass smog before it's sold so shouldn't a bad o2 sensor cause the car to fail?

Not necessarily. Just because the car passed emissions does not automatically mean that its in tip top shape. O2 sensors should be 60K items. If you have no records of when it was changed, you should change it. You would be surprised at how much better your gas mileage can be with a working O2 sensor.

Is there a way to tell the o2 sensor is bad by looking at it? I'm going to remove the muffler tomorrow and I can take a peek at the o2 while I'm down there.
