The popularity of 911s has just been blowing up in recent years. Maybe it's because of 911 50 or folks like RWB, Magnus Walker, and Singer, or something else, but it seems like there's a new 911 feature on Speedhunters or Chris Harris DRIVE 911 or AMMO NYC video feature every other day singing praise to the air-cooled 911s. Even the stance crew is trading in their VW and Audis to pick up an air-cooled 911.
For a long time the 964 was the unwanted 911 and the cost of admission was cheap. That's changing fast.
As a result of this newfound 964 popularity, you have two distinct set of sellers. Those who are just trying to sell the car for a fair price (e.g. $18k C2 in Dallas) and then you have people who are just trying to cash in on the popularity and hoping they can snag a fool willing to overpay (e.g. That $17k basketcase on eBay).

Don't get me wrong these cars are wonderful and I understand their popularity but suddenly now that early 70's long hoods are going for over 100k many that have aircooled 911's thinks their cars are worth the same.

Then you have the other end of the spectrum. People that think they should be able to buy an excellent example of a 964 for teens or low twenties.
There were only ~60k of these cars built world wide. Many of them are in junk yards and many more that haven't been properly maintained. A lot of the coupes have been turned into track cars. How many good/great 964's are left out there?
The price has no place to go but up.
