You probably don't have any +12V feed from the car OBD connector. My troubleshooting guide describes a way to connect a 9V battery to the T-OBD to determine if it works OK.
Check power supply pins and fuses, as well as the 19-pin adapter like this:
OBD2pin 1 - 19-pin 13: switched +12V, Terminal 15
OBD2pin 4/5 - 19-pin 10: GND
OBD2pin 16 - 19-pin 12: Permanent +12V, Terminal 30

Cheers,
Tore

In short, T-OBD is a USB-based cable for use on a Windows PC. It works with a freeware software made by a Rennlister called Scantool, and this enable you to contact the Motronic engine, climate, ABS/PDAS, alarm and air bag control units to check for error codes, values from sensors and run some test programs to move actuators. You can also read and clear error codes in these units.
A very valuable tool for the hobbyist/Porsche enthusiast.
Cheers,
Tore

Solved my problem now with a virtual XP Professional machine on my 32bit win8. Everything is running well, engine data, climate actuators testing o.k.

Great tool at a very reasonable price.
