The sport mirrors on my RS America do not have any form of remote control, manual or power. You have to push on the edges of the mirror to change the angle. The piece in your picture looks like something that would allow the mirror to change angle. Maybe it's only for non-remote control installations.

This makes good sense and is very likely the correct answer IMO! The piece has the same screw hole alignment as the motor but obviously it cannot fit at the same time as a) the screws included are just the right length for the motor to attach to the housing and b) the combined thickness would push the glass all the way out of the housing.
The more I think about the this while typing, the more I think you have hit the proverbial nail on the head!
Yuop, thinking of going for a HWY1/35 drive once I get done in a few hours...see if those mirrors will really stay on! Hopefully the weather will brighten up on the peninsula! Doing anything?
I was going to suggest a drive and a meet, but I'm still wrestling with the mirrors and have to go to the hardware store to get some additional female ends. It may end up getting too late. Although I suppose I could mount the mirrors and rewire them later?!
