Possibly try a half a tank of e85 with the high octane 91 as the other half. Run the test again.

Passed
Retested the car today and passed easily. Installed new air filter and plugs and fixed vacuum leak. Also reinstalled the factory chips (was using Autothority chips). HC at 1500 rpm went from 96 ppm to 16 ppm. Not sure but the vacuum leak was the line that goes to the damper at the fuel rail so I am thinking it made the engine run rich.
I did confirm that they lowered the standard though. Went from 116 ppm to 81.

I was told that those Authority chips run pretty rich. I had them in, as well, a while back, but never smog tested with anything but factory chips.
