Just failed HC level at 15mph with 96 ppm. My last smog check in 2009 had an allowable of 116 but now the allowable is 81 ppm.
Has anyone else run into this.

Most likely this is the case, as they are Bar/Carb or you could say the CA bureaucracy is trying to get older cars off the road.
Fun isn't it. It's why my car sits in the driveway after trying to pass ca smog. And my idiocy with Seafoam.

With aging catalytic converters and ever lower limits, it's harder and harder to pass these cars. If everything is fresh (including O2, ignition and converter, etc.) it will pass though...

Yep, just had a discussion with a friend of mine that also owns a smog shop. He said they raise the standards on the old vehicles just the same as they have raised the standards on the new vehicles. Total Bull$h!t, but what can we do? Well, if you live in certain counties in Ca, you only have to smog your vehicle when you buy it, never after that, but you know they are fighting to get that changed...

A bankrupt state and they don't have a clue...
I could go on and on, but no one wants to listen to a ranting lunatic

Ca makes way more money from sales tax and registration on a new car then a 25 year old car. There must be a black market going on somewhere because a lot of people can't afford to buy a new car every five years.

The way I placated myself when I lived in MA was continually muttering 'well, at least it's not as bad as CA'.
A shame, too, since Cali is one helluva beautiful place. If it weren't for the crazies running the state, it'd be my idea of the perfect state.

Foreign countries are even worse than CA. Look at the taxation laws in Japan regarding older cars. They essentially make it too expensive to own and legally drive an older car.

This is the same state that took away the farmers water, so they could save some minnow!!! Not real
It's really very sad and there is no end in sight..

This is discouraging. I bought my car in October of 10 (and it was smogged) and I just got my 12 reg (due Feb) and I need to get it smogged. Less than 2 years...and I'm dreading it now.

NY for 30 yrs and then Northern VA for 3, before I moved out here.
As much as I love and miss my family and just living there on the East Coast, the weather here, is as addictive as crack cocaine
