That's why folks buy the panel, then have a shop cut the insert holes in their header panel for the 931 inserts.

so i kinda want this but dont have a real use for it unless i absolutely MUST go to an A/A ic which i hope doesnt happn

As Dan says, it won't fit the 951, but the vents are very hard to come by. If you want this look for your car then I would buy the panel and use the 4 vents.

they make a vented nose panel that has either one or two openings. the 924 turbo 4 vent piece has to be custom fabbed in. Meaning you at least need to have those four vent pieces to make one.

There's quite a few to choose from but they are not that '4 vent' factory look. Some are downright ugly. Buy the 931 panel and get someone to fit them to a 951 panel. That's the best option.
