I just sold my old 2nd gen RX-7 and want to throw some stuff at my 951.
Everything maintenence wise is up to snuff. The car has chips, fpr, and MBC waiting to be installed.
Tial 38mm, AIR splitter, and new tires.
or new wheels and tires since I have the sewer lids and I have to get tires.
?????

I'm personally not a real big fan of that top 16 list, I think I would ditch such things like the intake manifold, intercooler, sold lifters, cylinder head, and cam for coilovers on all 4 corners, new brake discs/pads, sway bars (m030, welt, tarret), and wheels/tires. Not that the things mentioned that I would leave off are not good upgrades, its just that if you put all that stuff on a stock car you'll end up with a 400+rwhp car running on stock suspension/brakes/tires, which is not good in my opinion. I just think its more important to have a well rounded car than one with huge HP and stock suspension - I'd prefer a 300rwhp car that handles great and sticks to the road than a 400rwhp car that will end up around a lightpost. I'd probably go with a MAF, tial, exhaust, new tires, coilovers and sway bars, if you can swing all of that (its always easy to spend someone else's money isn't it

Yes I'd definitely start with the handling and brakes first and then look at the list for further mods. Also depending on what your intended use of the car is. Street or street and track or track only?

What an odd list for "must have" upgrades.
Mine would go something like this:
1) Wheels and tires (emphasis on the tires)
2) Brakes (pads at a minimum, rotors and calipers depending on what you currently have)
3) Suspension (shocks and springs)
4) Suspension bushings
5) Exhaust system (3"/sport muffler/cat replacement/etc)
6) Chips
7) And then whatever you want to do to make that extra 100 hp -- if you already don't feel like you have enough.
In my experience, all of the power upgrades really don't provide you with much until you've taken care of the suspension and the rubber-touching-the-road -- unless you just like to drag from stop lights.
There are only so many public roads where you can go twice the speed limit -- I haven't found a need to go faster than that. A stock turbo is still a quick car.
Now, I am also a track junkie, so my recomendations are based on the performace gains you'll see on the track -- and still have a fun street car. However, if the track is your goal, the single best choice to spend your money on is seat time.
$5 grand spent doing 20 track days a year will make you far faster than spending $5k on any upgrades!

As above upgrades depend on what you use the car for...
Street - Wheels, Looks, Stereo, HP.
Track - Track time, Tires, Track Time, Suspension, Track time, HP, Track time, and more track time.

This is mainly a street car. It has the older style yellow konis on it. I'm not looking for a hardcore track machine. I've got chips and what's needed to support them. That's all want power wise. I just wanted to know what people thought about a wastegate/AIR splitter/tires vs rims and tires.

I understand the question now; well, if you really hate the look of the sewer lids, then I say go with wheels and tires, but if you don't mind how they look, go with the tial/splitter/tires

In the looks department, wheels and tires make a car. With a new set of rolling stock your ride will look much nicer, handle better, have better straight line traction, and may even be a tiny bit quicker depending on the amount of recipricating weight reduceed - just my two cents.

Tial 38mm and MBC are awsome but you may need a chip- think you already have that right? Wheels and tires are good as well.... If you like your wheels, maybe some tires and swaybars+ tial.

My vote goes to electronic boost controller and a Tial, assuming you have good chips that will be happy with that.
