Glad you found the issues, your car should run perfectly from now on.

when checking the CE panel,
you should also inspect the computer pins for corrosion and damaged pins,
use Deoxit 100 on the connectors.
NOTE its not uncommon for water to damage the computer connectors.

Seth, Once you go Porken you'll never go back! Loved the performance boost they provided to my old 86.5. But, like Ken will tell you "make sure your car is mechanically sound and running right" before any upgrades. You'll love it just that much more!

Stan, I'd ask you "how would the computer connectors get damaged by water?" but I'm not sure I want to hear the answer! Thanks again for the assist with Randy's car. MUCH-O APPRECIATED

This is a cautionary tale for folks that use the standard multimeter probes rather than the correct probes to diagnose non start situations.

What are the correct probes? (Asking for a friend.)

solder some wire, then hit with a hammer to flatten it,
trim the edges with a file,
then you now have leads that will plug into the connectors.

Water will find its way into the connector and corrode the pins and also corrode the computers, sometimes removing the computer connectors and refitting them will cure strange running issues much like reseating the ABS connectors

Lots of variants out there. Fluke sells a bunch. You should look for ones with a flat blade the same or slightly greater thickness as the LH and EZK's male connector.

Yeah...The Porken chips are sitting in their plastic case, awaiting their time. I'm still working on the 'mechanically sound and running' part...

Most likely root cause was someone, way back in time, sticking a meter probe into the connector to " test" connectivity. I have seen this before.

The PO over 7 years ago had ball of wire under the hood. This was just another result of someone who had no business working with electrical components.
