FIXEd! It's working great now. I'm not sure what fixed it. Cleaned all the grounds, and got it charged up. I'm not sure if cleaning the grounds or the charge fixed it. Not as cold as my Bmw but cold enough. Thank you all for your advice and recommendations.

This is not a bad thing if you are in a warmer climate, where earlier condenser fan operation might actually improve the AC performance, albeit at the expense of fan life.
Excellent point....I wasn't thinking about the later cars with the actual pressure switch. That is probably an advantage having the fans come on at lower temperatures.

I was thinking of the earlier cars (pre 1987) that only had the temperature switch and no pressure switch. The high side system pressure (with R134a) is generally crazy, by the time the auxillary fan comes on. The solution is usually to undercharge the system, to keep the pressure down. This proceedure, of course, does not provide a solid steam of liguid to the expansion valve....and the cooling ability drops drastically.

I've gone through all of this myself. I even got a rebuilt final stage from Theo in Netherlands. He was as convinced as I that it needed it based on the tests. I also replaced the controller (by the passenger seat). Didn't need any of this. I had removed and installed new fuses for the fans. I thought removing and replacing would have created fresh contacts in the panel. It turned out the fuse sockets needed cleaning with Deoxit. A 5 minute fix! There are lots of connections/contacts in the system that if even lightly oxidized can result in a sum of resistance that can throw off what the controller is expecting...and in turn it cycles the fans through a failure mode.

just went through fan issues
pass side fan would only kick every 20-30 seconds
Colin determined that the fan drew to much power and the controller shut it down
solution - new fan . So I am installing 2 new fans
