How can a shop miss this?

The important thing to remember is that once you touch it, your name is permanently associated with it.
Now you have to make it perfect.
With all that oil that has been slinging around (the cam gears have oil "crust" sitting in the grooves), the belt has to have been oil soaked.
You need a new one.
If the crank seal and the oil pump are leaking that bad, the cam seals on O-rings can't be very far behind....

Don't be too concerned about what the previous people did....it's terribly difficult to know what was communicated back and forth with the shop and the client.

The shop should have mentioned the issues, regardless of what was being done or whatever prior communications that took place between the owner and shop. A good shop would stopped and supplied the owner with information about a possible issue (s), period. I've personally seen other issues that need repaired, while working on a custumers vehicle, and pass that information along to the owner, regardless of whether or not I want to do the repair or not. However, this type of issue is a no brainer...you don't dig that deep into an engine or repair and stop short.
A shop with this type of nonchalants effort or attitude should be avoided, in my opinion.
