I won this car, I know with the market for 928 this is high price including that they originally paid $3,500.oo at the auction. I'm in San Francisco, my concern is actually registered and smogging it. The seller said he will give me a lien paper that was not filled out post auction, it would than be my responsibility of trying to get this registered which I would assume would require smogging it.
Any ideas on how can I find out if this 928 is registerable in CA?
How can I check if it has all the proper smog equipment on it?
How can I find out if there is any back fees that I would be responsible for?
The car doesn't even have the plates and DMV has no record of this car in their system based on the VIN, so it looks like it has never been registered in USA. I'm going to look and get the car (about 6.5 hour drive) next week. All the help with my questions from the community is appreciated.
Hopefully it is a good car so it can join the stable of its sisters ('89 930 cab, 75 914 converted to roadster, '67 912 SWT and '96 & '01 boxsters.)

Photos conveniently work around rear license plates, has it ever been registered here? This indeed might be a nightmare. CA law says the seller is obligated to smog the car, no side agreement can absolve him of that. But you might have to take him to court.

I'm not really sure about it, but I don't think you will have any luck registering it in California if it's a Euro, even if it has been federalized (cats, air pump, front turn signals ahead of wheel wells in fender, bumperettes, etc. added).

The seller listed a fake VIN (well, an actual VIN for a US car) in the listing details - which changes the Autocheck score etc. Very misleading.
I'll look up the actual VIN (wp0zzz92zes841364).

To check its registration history, pay for a carfax on it and get the registration history. Also don't pay for it until you've talked to the seller about the legal requirement for the seller to smog the vehicle. If its never been registered, then it'll need to be federalised (there may be some rule for older cars which can bypass some of the requirements? It is 28 years old?

I'm no expert, but I think that means that you have the option to buy the car if you want, and the option to renegotiate the price if you want, but no obligation to do anything if you don't want to-- because the listing was clearly fraudulent.

I'm not sure on this one either, but in the eBay listing, it explains the wrong VIN number and gives the actual VIN. eBay will not recognize a ROW VIN, so most everyone puts in a US VIN that eBay will accept and then adds the real VIN in the details. I have seen almost every ROW car listing sold on eBay done in this manner. I hope you find good news about it already having been federalized and it's not much hassle for you to get it on the road.
There are some states that you can register without having to pass smog, but you have to have an address there. I keep my '83 Euro registered in Florida at a relatives address. Mine was federalized in Houston, and had been in Vegas for many years prior to me buying it. I believe it was parked by the previous owner due to not passing smog here when testing got more stringent. Good luck with yours!

Kinda makes me wonder now about the guy who bought it at auction, now. He mentions in the eBay ad that DMV will process it as an out of state vehicle. I wonder if he found out from the DMV just what he was going to have to do to make it legal and get it on the road, then decided to sell it instead of going through federalization process. Something to consider before sending full payment...
