when it comes to the installation of the spacer, is it recommended to use loctite 609 between the spacer and block, and then a pan gasket between the spacer and the pan?

I'm not sure that the surface for the pan gasket is machined flat enough to use the 574. I was asking if the 609 would be a better choice...

I only use 609 for installing studs in the block. It's good at contributing to strength by filling in space around threads. I would not use it as a gasket type sealant.
Good ole' 574 for the spacer to block. I personally use Hylomar for the spacer-oilpan but that might not be for everyone. It does allow the pan bolts to contribute to strength and keeps them from loosening too but it wont be as reliable to seal if everything's not clean and flat.
