It is the take of point for the cooling water for the twin turbochargers, well, at least it is on my car.
It is just a bleed hose to ensure you don't get an air lock when filling with coolant.

After sitting since 1998 she runs again
my steps to get her running
1. drained gas
2. rebuilt fuel pump
3. cleaned all fuel lines
4. removed intake & throttle housing
5. repaired water bridge (installed with new gaskets and T Stat)
6. changed oil/ Antifreeze
7.new plugs,wire, and rotor.
8. cleaned throttle body (found 3 vac ports pluged solid)
9. Installed all new vac hoses.
10. checked fuel from tank (1300 mil liters)
11. checked cold start (working)
12. Wur (working)
13. Aux air (freezer then heat then freezer and jumped power to heat it self. Working)
13.Cleand injectors with mavail mistery oil and compressed air to blow gun with clamps on a 3/8 hose.
14.Starts and dies!
15. Rebuild Fuel dist, it was dirty and leaking in to the lower housing,causeing a very rich idle. Change all O rings reassembled and here it is.
Still much work to do but making moves!

WOW great work. Getting a CIS car to run that nice after sitting that long takes some perseverance. Like how you jumped in and disassembled the fuel distributor, that scares some people!

it scared the heck out of me too, but with the fuel leaking into the body through the o rings in it, I had too!

You said you "cleaned the fuel lines". PLEASE PLEASE change the soft lines ASAP!!! It would be a shame to see all your work on this go up in smoke and fire. After decades the soft lines may LOOK fine but I assure you they are not.

Good deal Steve!
I suppose you have the oakgrün colour just like my car. I have the green interrior (see avatar). I experienced a blown headgasket so strted work on the car to see what else could be done. So far (from the top of my brain):
- engine removed from car
- heads reconditioned (guides replaced, seats cut, new seals)
- new prise bearing
- new clutch and throw-out bearing
- new TT bearings
- tranny resealed
- new couplings for shift rod (ball cup, coupling at the rear)
- new fuel lines (old ones rusted at fuel accumulater)
- new fuel fles hoses (all of them)
- brakes reconditoioned
- new brackets in both rear fenders (fuel accumulator and fuel filter) welded in place
- new brackets in front fenders welded in place
- new bearings for headlamps (in front fenders)
- cleaned all connectors on electric board
- new bearings for door windows (the ones that slide over the tubes in the doors)
- Took out the shocks for new paint
- steering rack reconditioned (Hydroline)
- sand blasted and coated alle suspension parts
- cleaned up the inner fenders and wheel wells for new pvc coating and paint
- new brake lines
- new self-made polished stainless steel heat shield for rear exhaust
- and many more small jobs
Still not ready for engine assembly. Most parts are there but still not decided whether to:
- replace the piston rings
- replace the studs
- replace the bearings
Just pressing on!

About those flex fuel lines. Do change them. You'll have to have them pressed on by your local hydraulics shop because the flex lines are NLA.
I had mine done by Pirtec.
Some people argue that these lines should not be made of teflon braided lines but should be high pressure rubber reinforced hoses.
