Instead I wrote a comment on their 'respond by mail survey' offering to disclose 6 consecutive years of flawless emissions even with 20 year old cats and new aftermarket ones too. I don't think they have a worthy argument against someone that maintains his car religiously.
I wonder if this kind of attitude is also being seen in SoCal, anyone know?

Apparently there are some up here in the Bay Area that don't take too kindly to cars that aren't Prius' or Smarts. I got a letter in the mail today saying that I was reported for a car that "smokes" while in motion. Funny... I don't remember anything but small puffs of white smoke on the first 30 seconds of start up and other than a small trace of smoke when I go WOT as the LH goes to a different fuel map.
I didn't know this place had an Environmental **** Police that bitches whenever they see a poof of smoke come out of your car. Not to mention that below in the paragraph they are offering to pay me $650 to turn in my car for something more economical. Are you f**king kidding me? I would pay $650 for the finest quality strut brace and beat the person on the head that reported me for not having a homo-erotic Prius.

As for now, I am now inspired to do a modular setup with my cats and just run straight pipes in addition to my Flowmasters. They want carbon footprint? I'll give them one the size of Germany and the sound of the 4 Horsemen of the Apocalypse at the same time.

I'm already looking forward to my next offense.
Regardless of aftermarket cats or not, they will need to be replaced again probably as I just diagnosed a 4 cylinder running condition to bad coils. I wonder if any pooled gas in there ate the cats up. Oh well, at least they didn't report the smoking that day when they failed. Prior, means no excuse and a load of Liberal crap going on up here.

One thing that's obviously lost in the discussion is the carbon footprint. Cats don't change your carbon footprint, they just change the shape of the gas coming out of the pipes from CO to CO2. The carbon footprint fro the car is defined by the amount of fuel that passes through the motor per mile. Your personal carbon footprint is the total amount of carbon repurposed on your behalf, whether it's fuel for the car or hydrocarbons consumed to keep your computer running and talking, and all the stuff that you use to support that effort.
There's a federal effort to offer tax credits for folks who turn in cars that have high fuel consumption for lower consumtion vehicles. Certain regions of this state with high smog levels broker older cars with higher total pollution for smog 'credits' or offsets for industry. They buy up your car and take credit for getting a gas guzzler off the road, and use those 'saved' tons of emissions to help justify their tons of emissions. The letter you received may be a batch or form letter aimed at specific-aged vehicles in your area.
As far as the 'smoke', remind the complainer that the puff of water vapor they saw following the cold startup is a sure sign that the cats on your car are working just fine, and thanks for reminding you that you are doing your part to reduce harmful pollution.
On the ships-at-sea entering the harbors here, the target is specificaly soot (PM10 and PM100), the visible part of diesel exhaust. Shisp are already encouraged to reduce speed coming to LA harbor to cut those emissions, use lower-sulphur oil in the neighborhood, hook up to shore power when docked so they don't have to run their engines, etc. Slowing the ship adds transit time, and we actaully have no jusridiction outside the three-mile limit from shore. The harbor depts don't want shippers to find other places (like Mexico) to offload, so everything is pretty much done on a voluntary basis now.

Most of those scooters have little or no regulation on how much they pollute the environment, and that's not even the vintage ones, which are probably worse.

I would say one thing... Do you have any idea the environmental impact producing a new car has? How about driving the cars we have already spent millions of dollars in research, development and production on, instead of needing to upgrade to the newest model every other year so our neighbors think we are environmentally friendly?... I am all for saving the environment, but no one ever seems to see the whole picture they just look at the emissions that exit the tail pipe.

How many people driving around in a "clunker" $3500-$4500 car can afford or will be approved for a new car loan? They should have included used cars that are of a certain age (like five years). It was a proposed addition to the bill that was cut.
I think that it's funny that some of these so called green people ride around with their noses up in Vespa scooters that put out more hydrocarbons than most cars. Most of those scooters have little or no regulation on how much they pollute the environment, and that's not even the vintage ones, which are probably worse.
