If its done right, no adjuster will notice - unless he noticed when orders a new fender.

I did the rub strip holes with fiberglass resin, and let it sit for a good while in the sun. Then I did the same for bondo. And let that sit. Then the primer surfacer got to sit in the sun for 6 months. Then it was painted. No Shrinkage. I did, of course, dent the car right at the edge of the fiberglass, and will need a dent busters to remove it. But even then, no cracking. I think it just takes time, and then you don't need to weld.
