California Bill to Require ANNUAL Emissions
Tests for Vehicles 15-Years Old Moves to Senate Appropriations Committee

Legislation (A.B. 616) to require annual Smog check inspections for vehicles 15-years old and older has been approved by the California Assembly and the Senate Transportation Committee. The bill now moves to the Senate Appropriations Committee for consideration on August 20th. A.B. 616 would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 616.

We Urge You to Contact Members of the Senate Appropriations Committee (List Below) Immediately to Oppose A.B. 616

• A.B. 616 ignores the minimal impact vintage cars have on air quality.

• A.B. 616 could entice vintage car owners into allowing these vehicles to be scrapped.

• A.B. 616 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.

• A.B. 616 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.

• A.B. 616 would increase costs by creating an annual inspection fee for owners of these vehicles.

• A.B. 616 represents another attempt by California legislators and regulators to scapegoat older cars.

• A.B. 616 would dramatically impact the ability of fixed and low income motorists from owning and driving their older vehicles.

This SUCKS.....big time.......my dad lives in Ohio....guess what they did....dropped smog checks altogether since they don't do much anyway!!!! You believe that...nothin..nada....

Maybe I should "move" to ohio....or at least reg my cars there to avoid smog?

Yet another reason to own property in a clean air county in CA...hmm I wonder if this bill applies to all counties or only those that are not "clean air?"

Its all just an insane game played by polititians who want to look like they are doing something about this ruse called global warming. Natural Gas is expelled in humungus amounts off the coast of Africa. Its calculated to be more than every car on earth EVERY YEAR it continues. China like Coal Powered factories, and power stations. More huge problems.

But they attack the american Auto enthusiast, a man and woman who carries Billions of dollars in monetary exchange every year. Thats right.

I would be in favor of this bill if it also contained an exemption for cars 25 years old or older. Cars over 15 but under 25 might just be junkers. Cars that make it to 25 aren't usually junkers.

If they'd make the annual testing FREE for cars over 15 years old, it would be OK. After a year or two it would quietly die.

The costs of implementing more stringent testing methods is born by the test station. The only way to "justify" the cost increases is to move more cars through. Further, there are regular proposals to exempt cars less than 5 years old from any testing at all, so the customer base for test stations needs a serious effort at reinforcement.

Bottom line, it's an economic decision, nothing to do with the "environment". Eliminate the economic issue and the whole incentive will go away.

I heard in california, there are counties that dont have smog tests, is that true?
If so, would this bill change this too?

Ive heard places like Auburn Ca dont have smog tests, true?

Ill send my complaint. this is nuts. Dont these legislators have anything better to do with their time?

Mark, I can say that, at least, it used to be true. When I was in high school Fresno County required smog tests but Tulare County didn't. Our property straddled the county line, so you can guess where our cars were "garaged". But that was 20+ years ago, and the whole Valley (including Tulare County) is seriously out of air quality compliance, and I don't think any of those counties are exempt anymore. If there are any still exempt, it would be some rural area with a topography that won't trap smog. Maybe far northern counties.

Florida dropped of it a while ago when a Republican took office.
Come to find out the company that administered the testing was a buddy and Pac member giving donations to the Dems. I bought a new car and plates were due in two months and had to take it to testing. Anyone with an old car could be excempt, feel good politics; have fun if you vote for Hillery the beast master take it from us to give it to them for the votes ! When will we wake up in this country.

That makes sense, should of known. Yeah, I remember once when my 1990 911 cab didn't pass. I remember how steamed I got after I left the inspection station & drove home. Had two different old clunkers choke me out with their "mosquito fogging" exhausts! One was so bad you could barely see the cars behind it in traffic! They were exempt cause their cars were too old. Yet my "pollution maching" Porsche failed on the 1st try! Too bad for the environment I suppose. Sure they were concerned about the environment! The next week when I had it in for service, the dealer Brumos Porsche, took it for me & it did pass. They told me they took it before they even touched the car for the service work to be done. hmmmm.......
