as well the entire handling charge was not removed for me, the handling charge listed at $66.00 and the discount was $42.

I cannot find a phone number for CarPartsPlanet on their web site, but they did respond to the email form on their Contact page within a couple of hours. IIRC, there is a box to add instructions on the order page so any shipping instructions should work if entered there.

That box is what I used for the shipping instructions and they did NOT listen to it, my order was placed yesterday and the total bill was for alot more than $200 it was over $500. as to the discount, it is possible that the handling charge is more for shipping to canada.

In line with the revised requirements, my small order was cancelled and refunded by CarPartsPlanet even though it was placed before the change. I'll poke around and try to build an order that meets the new requirements.
