Thats a repair H. A repair to the underside of the filler neck. Unless its smodgable (moves)

Like someone put some JB weld together and flowed it into the nexk to fix a crack or something.

I have something very similar in the filler of a 2000 Toyota Sienna, 89K. There was a minor scare about that engine generating sludge due to smaller oil passages and a higher operating temp. Only a couple engines involved. When I bought the van, I carefully swabbed out the flakes, and ran detergent oil for 1500 miles, then Mobil1. Haven't had any new deposits, doesn't burn oil. Seems to be ok.
I'm guessing your example is due to blowby accummulating in the neck. The picture doesn't show much of the rest of the engine, but it doesn't look like it has had much attention.

If its soft then I suggest draining the oil and seeing whats in there.

I am a little baffled. We think there is a major issue with the engine, remember it stated a loud metallic knock was present and it totally is.

It looks like someone dump load of radiator sealer in there. Possibly an attempt at curing an oil leak or burning oil.
