Go Roger! I recently brought back a unique early 928 that had been sitting for years and in much worse shape. It was a fun (if somewhat long) project which has (knock on wood) not involved a lot of money. I have invested less than $1k and have gone from parts car to daily driver in about 1.5 years of occasional fiddeling. In this case it might be less since the car looks like if might have been molested less than mine had been. Here are some of the things you would likely have to do:
-Flush and replace all fluids (of course) engine, tranny, coolant, fuel, steering, and brake.
-Replace battery (of course)
-Fuel system work. There will surely be rotten hoses and seals and many air leaks in need of closing up. The injection system will likely be gummed up, but if you are lucky you might be able to get it running and use some fuel additive to clean out the lines.
-Tires are probably rotten
-Clean all fuse holders
-depending on the number of miles you might have to deal with issues on the engine wiring harness.
-you might have to replace valve cover gaskets which is a real pain, but not expensive if you are doing it yourself.
-Expect one strange problem. In my case the throw out bearing came apart on the way back
from the DMV to register the car.
-Its probably a non-interference motor, but still, I would change water pump and timing belt.
Hoses and belts on the 928 seem to be suprisingly durable so you might not have to replace them.
For the most part early 928s are amazingly reliable and rarely have any problems that are real show stoppers for a restoration. The biggest problem is their low resale value. Its hard to justify putting, say, a $2K paint job and a $600 power steering rack on a car that is worth only $1.5K.
Another options you might consider would be to buy this car and a US car with a trashed interior and swap it over. You might be able to get both cars for under $2k and the swap would not be that much work.
Not sure what to tell you about the federalization...Some people might suggest that you buy a US parts car with a clean title and swap the VIN plates. But that would probably be illegal (as is exceeding the posted speed limit) so I don't recommend it.

I have an original 928 brochure from 1986 [in German] that shows a car with a gray- green interior. Though that sounds gross...if you saw it you'd love it! It comes out very good. Done right, green isn't too bad. That car will need a LOT of work however!

Well I have tried for two days now to talk to someone at the place where the car is for sale. Left at least a dozen messages on their two numbers. As of now I have not received one phone call.
I would like to see the car or at least find out exactly where it is so someone can go in the first instance to look at for me.
Anybody know anything about the dealer?
They sell on eBay on behalf of other people - their feedback is all based on selling old hand grenades.
Does not bode well, however bidding shows a lot of interest.

Well I have decided to pass on this car - why?
A PO added an aftermarket moonroof and I am just not happy with that major modification from stock.
VIN is 9288101557 and color is 415-9-2 Mocha Brown T5. Paint seems original and door piller stickers are in place.
Dash is badly cracked and seats are reasonable with a couple of gashes and seams splits.
Everything seems to be there and the car turns over and acording to the owner is a runner.
It was imported by Eileen Longo (on a sticker on the drivers door post).
If you are interested the guy who is selling it on behalf of the owner is Jim 610 564 1041
Car has been in a barn for 15 years. Car is located in Malvern in Chester County near Philli.

I'd still be vary wary of the title. I have owned a number of 'gray market' cars over the years, and even the legit ones can cause you headaches with the revenuers from time to time.

The description of the title was highly suspect (like it has a title, but not a US title) and since I haven't read anything to the contrary, I would assume it to be only a parts car. Or, a pig in a poke.
