If you're going to stick with the original one, you'll have to paint it. I don't think that the old rubber in that part will appreciate going through the curing process of powder coating.
That said, have you looked into one of the newer options available for the balancer? It's a little bit of a box of worms if you search through some of the development threads, but there are options available that use new parts, and they're already nicely painted.

The after market versions offered by GB and Roger use a hub carrier that is an interferenece fit on the crankshaft and then mount a proprietary aftermarket damper made by ATI AFAIK.

The ATI offering is the bomb. Have them on a couple of my cars.

I dont think there is a 928 HB that exists, used or NIB, that should be considered useful any more. Even NIB will have degraded over time.
After replacement, a number of things were...different. the idle was..better, it's subtle primary and secondary vibrations and energy sources from the balancer that was now hard and partially decoupled, went away.

One would think, because we make these hubs by the box full, that we would "push" people to replace these items.
We don't, because most of the cars we see need other things done, first.
Here, replacement completely depends on condition.
We do replace a fair amount, especially when rebuilding an engine. (The price of a new damper equates to a "rounding error" in the cost of a complete rebuild.....and we want our rebuilds to be flawless for another 100,000+ miles.)
However, if the original rubber isn't cracked [either on the outside edge or where it shows near the center hub and it is still "rubber" (can you push your fingernail into the rubber?), we tend to leave them.

It looks 100% better after you put it back in the car and reassembled everything! Nicely Done… and yes I’ve heard that harmonic balancer is Da Bomb! Gotta save up to get one though 🤑🤑🤑
