Judging by the rust + VERY old oil leak mess.....I'm agreeing with Stan.....Unless the rest of the car (interior-paint-etc) is near perfect its a serious money pit. Better off finding a better cared for example and buying something ready to drive! I am nearly 100% sure it will have severe head corrosion & wasted head gaskets.....

My first step would be a pressure washer, a plastic scraping tool, and a spray bottle of engine degreaser followed by Formula 409 followed by lots of water rinse, then compressed air. Lay down a cheap shower curtain to catch the gunk and spare your driveway. Life's too short to work on (that) dirty (an) engine(s).

Might I suggest a 55 gallon drum of Dawn dishwashing liquid?
How about some photos of the body and interior. That will help with perspective on "IF" it should be saved.

these pictures are from a while ago because I currently have car parts filling the seats but I’ve done a little bit of cleaning on the interior and it’s still pretty good condition in my opinion. The trunk is missing the carpet and spare cover and the speakers and radio were stolen at some point before I bought the car but at least it’s clean. As for the body, it could use a paint job but it’s got nearly no rust (just a little around the rear glass) no dents and overall pretty crisp

Someone give the car some love, the front seats are later as the original ones for a cis car. Body is straight, Interieur looks good, maybe 928 international has the right door cards.
The speaker hack is very common on the early ones.

with more pictures this might turn out better than the engine pictures suggested,
I would suggest to replace the carpets after you have cleaned out the rest of the interior parts,
Black carpets would look good, with maybe some blue/black pasha door inserts.
Classic 9 sells a complete carpet kit with Sliverknit original carpet for about 1K , about 30 pieces.
they also make the Pasha door inserts and lower parcel tray and armrest inserts about 300.00 for the set.
NOTE use Weldwood brushon cement to install the carpets.
The body paint is another story, its a great color I recommend Glasurit 55 line for paint if you can still get it,
and truth be told the body should be painted before the interior is done as over spray will cover everything /anything.

Are you going to strip and paint it too? I see a fair amount of body rust (below rear windows, corner where erhe rear fender meets the hatch, etc) and Bondo waviness (right rear quarter panel). The interior is decent but will need new door panels, has dash and pod cracks, etc.
I'm still not sure this is the best starting point for a project. You're honestly looking at $25k worth of parts and some outside labor (plus mostly your time) to have a $12k car that isn't an especially great version of a 928. If it were a GT or a Euro S or a GTS or similar, might be worth the labor and cost, but....

I do plan on stripping and and repainting the car. I never noticed the Bondo on the quarter panel (I will look into it more and see if I might have more pictures). One of the main reasons I bought the car is because I was told it was a 1980 euro s car. It has the 928 s bumper, the title says its a 1980, the manufacture date on the import sticker says it was built in 1980, but it has a 1979 VIN number, which I didn't discover until after I bought the car, but I've since fallen in love with it.

If my car had that engine I would've hit the trifecta for sure. But unfortunately, I have the M28-01. I bought the car because I thought it was a Euro S 5 speed with the 4.7. But instead I have a Euro (Bumper says S) 5 speed but it has the 4.5 K-jet. I plan on possibly swapping my 4.5 for the 4.7 in the far future but it honestly depends on how I feel about the current motor when driving.

Ah, bummer. My 79 had that 4.5 before I supercharged it. My 81 Euro S had the 4.7 M28-11 and that car was a blast and drove very differently from the 79 without forced induction. The '81 was almost as strong as the supercharged 79 with fantastic sound through the custom dual exhaust and with the 5-speed was a great hybrid between a sports car and GT car. Ended up selling that one for my 84 Euro S auto which is a much nicer car and my DD, but I miss the 81 5-speed from a pure driving enjoyment perspective. The 230 HP engines make the 928s neat and nostalgic, and you feel like you're in the early 80s when driving them. Forced induction or those Euro S engines, at least to me, completely change the driving experience, but I'm kind of a power junkie so my perspective may be skewed vs many of the 928 owners - my Cayenne has 650 HP and my 997 about 485 so cars that don't have a 10 lbs/HP ratio or better feel a little unexciting to me, like our 944 S2 - still really fun older classic cars, just not as exciting to drive.

The interieur is a little bit strange. grey beige is in combination with brown and not black. Carpets should be brown or linen.
