Define 'stuck' - Is the outer red portion just spinning on the inner portion? If you can get a 90 degree hook tool, you can get the tip under the bottom of the inner portion. pull it radially outwards and help rotate it while pushing down and turning the outer portion counterclockwise.

take a thin drill 1/8 in.
Drill into the red cap cover then dont go through the under portion of the cap,
put a screw into the new hole then tighten till it contacts the lower portion of the cap,
unscrew the cap
NOTE drill hole should go about 1 inch from the center of the cap

There has to be a better way other than damaging (destroying) the cap. Simple things like: put the key in it and turn to the Unlocked position, and then twist off while holding the key in place. Something along those lines.
if not, perhaps a locksmith call would still be better.
