What are the pros and cons of having an open cone filter intake with a Carrera GT Scoop right over it? Would it boost performance in any way, or will it just ruin it when it starts to rain?

unless your in a monsoon u wont have problems with rain. u will probably see a reduction in engine bay temps, but you'll increase your drag coefficient.
i would personally just duct air in there some other way unless ur going for look over performance

the hood scoop would mount in a low pressure area on the car which isnt really that good for intake. the stock location is pretty good being near the bumper which has some of the highest pressure airflow on the car.

What about the nose panel with the holes in it, like the one on the 924 Turbos, with ducting to a drilled airbox? With sealed piping as well. Would this be a bit better or will the high/low pressure be disrrupted?

those vents are in a high pressure spot just above the bumper but you would want to get some sealed ducting into your intake if you did that. otherwise the high pressure air will just spill out into your engine bay and be kind of wasted. notice how the factory NA intake goes to a high pressure area in the fender behind the bumper and is sealed with a rubber donut

the first 944 friend that i met cut the top of his stock airbox off, but didn't do anything else...
i told him to put a scoop over it to make it work a little better instead of just being open to warmer air(like a cone filter). are you considering the carrera scoop directly over the box, or having it in the stock location with a duct going over to the filter?
i like the 931 nose vent idea, looks cleaner, and not tacked on like a 931 scoop.

what year is your car? if its between 1983-1985/1 it will have some ducting of sorts under the nose panel already that can channel air, youd need to make something that would shroud the backside of the badge panel though to collect all the air to your filter

always begin by considering the air intake's exposure to heat... That's why i don't run conical. Maybe start there. Hell, it's always more fun invent something that nobody else has !!

u use aluminum piping. there's no such thing as rubber piping, they only make couplers out of rubber. but u'd want to use silicone couplers anyway
just to give u an idea. i replaced my rubber jboot with silicone and alum. i could keep extending the alum piping with a 45deg bend into the original intake spot.
