I am running 15x7 phone dials with snow tires on my 951 right now, but they are late (52mm) offset and I have massive spacers and its pretty tight in there.

So 951 calipers do fit inside a 15" wheel? Or do you have the wheel poking out so far that the brakes aren't even inside the wheel anymore?

I ran the 1991 S2 with some 15 inch phonies. Im pretty sure the brakes were the same as 951s
It was a late offset car with early offset phonies

I have fit 15'' late offset phone dials on my '87 with 4-piston Brembo's on the back. Its a tight squeeze, but they do fit. I never tried to fit them on the front.

I dont know how the early wheels are shaped inside so I can't say if an early wheel would fit....

I just mounted up 15 x 7, 23mm offset phone dials on the front of my 86 951. There is no clearance issues or rubbing. The factory calipers are with 1/4 of the rim. Should work fine. I will double check the rear fit later. I wonder if people have just assumed they would not fit or if this pertains to late offset, 52mm, hubs and ABS.
