Have you removed your Charcoal canister (under the left fender) and plugged the lines? If not you have a plugged line somewhere to that canister. This is to store gas fumes when setting and then the engin burns them off when you are driving. There should never be pressure in the tank.

You have probably removed the canister and plugged the lines on your track car. You need to see if you can find a vented cap to go on it or put the canister back on.

I'll have to check those vcuum lines, does anyone know where the charcoal Line runs back to the tank? and is it possible to have the actual canister plug? And why would someone have dissconnected it?

MY car still has the canister, unless the PO removed it. It is not a dedicated track car, so I'm sure the canister is probably there. I've tried a slightly loose fuel cap, and I had problems with fuel coming out around tight turns, but it still had the wooshing sound when I removed the cap.
