It is common practice to manufacture glue on the back side of a sticker, even though print is generally on the front side. Once the glue is applied, if allowed to let sit, it will dry, and the sticker will remain attached. As you can see, an additional strip is used to ensure the original sticker will remain in place, although this step is generally not needed.
Sorry, I had to.

Wise ***...
On a more serious note, a common practice is to install certain official looking stickers with seemingly important information with the sole intent to confuse the owner and force them to post questions on websites created years after the sticker was orignially applied. It's a conspiracy, man.

After looking at the numbers on the sticker in greater detail, I'm pretty sure those numbers correlate to something specific about the car.

after further review and hours spent sifting through TSB's on your behalf, i have concluded that those are in fact numbers on the sticker in question. it appears that there also exist a certain, though limited, number of accompanying letters corrosponding to a subset of those markers now widely thought to be numbers.

It looks like something left over from the factory that was never intended to be left on the car. Kind of like "build sheets" being left in headliners of American cars from the 60s and 70s, except this sticker looks generic.

actually in typical german fashion i think they are stickers... the numbers and symbols represent of course the part numbers of said stickers...

I'm with them!!! Those are definately numbers and letters printed on a sticker/label which has been affixed in a specific position as to be visible to those who are viewing them.
